2020-2021 Annual Assessment
2020/2021 BUDGET ADOPTED
In accordance with Section §5615 of the California Civil Code, the Board of Trustees must fix the annual assessment and send written notice thereof to the Membership in advance of each annual assessment period.
We hereby duly inform you that at the November 18, 2020 Board of Trustees Meeting, the Trustees set the assessment rate for the year July 1, 2020 through June 30, 2021.
We learned a lot this past year about our community, Covid 19 SIP and the Fire Evacuation. We learned security is a priority at the front gate, to that end the Board will be staffing the front entrance gate during its open hours, from 7:00 AM to 7:00 PM with an active guard. This means he/she will only wave through vehicles which have a Pasatiempo decal on them. All others, regardless of the frequency with which they access the community, will be stopped. Improvements, suggested by CHP and SC Sheriff, to the camera systems, have been made at all gates and a gate installed to close off the access between the Pasatiempo Inn and our community to non-residents. Speeding remains a concern, we have purchased radar speed signs that can be re-located and visitors to our community will be provided with a handout reminding them of our posted speed limits. Fire and homeless security are two very important issues. We are committed to a substantial expenditure of funds within the next six months to reduce fire fuels-in that effort we will work with all owners of properties abutting the various barrancas and ravines that surround us. We are spending the allocated $450,000 (for 2020) in drainage improvements throughout the community and plan to spend significant funds in 2021 on additional improvements. We’ve hired a Civil Engineer to evaluate our roads and provide us with a comprehensive repair plan. We can then better budget our reserves for road work.
All of these improvements cost money, some of which is saved, some of which will be derived from the 2020/2021 budget. You will be receiving your billing for July 1, 2020 through June 30, 2021 in the mail shortly. It will reflect an increase in the assessment rate of 20%.
We didn’t make this decision lightly, we too bear the brunt of the increase in assessments. But it is paramount we continue to be responsible stewards of the community. That is what our legal documents and California Civil Code require-they state the Board has a fiduciary responsibility to the membership.
